The fourth area that will be affected by the new regulations is the Internal Revenue Service’s own publications, including the” PUBS” (Publication 15). Under the regulations, a “principal” officer (or his/her assistant) is required to submit an annual report to the Secretary on an annual basis. As stated above, the term “principal” is defined as the person who actually carries out the “control” or “decision making” function.
